On July 20, 2026, Professor Shi Yuanyuan, Chairman of the Cell Valley Group; Zhang Baosheng, General Manager of Shenyang Cell Valley; Fang Yixun, Assistant to the General Manager; Wang Lei, Commercial Director; and Wang Wenjuan, Marketing Director, visited the Tiexi District Party Committee in Shenyang. During the symposium, Professor Shi Yuanyuan systematically introduced the Group's innovative practices and nationwide strategic layout in retroviral vector core technologies, full-spectrum cell manufacturing, and hospital service models under the new Decree No. 818 policy. Professor Shi noted that Shenyang, as the Cell Valley Group's core model base for its Northeast China deployment, has seen rapid project progress and is expected to commence full operations in August 2026. Going forward, Shenyang Cell Valley will leverage high-quality clinical resources including the affiliated hospitals of China Medical University to build a cell and gene therapy industry infrastructure platform radiating across Northeast Asia.

Wu Zhenyu, Secretary of the Tiexi District Party Committee and Secretary of the Party Working Committee of the Economic Development Zone, fully affirmed and highly praised Shenyang Cell Valley's robust technological capabilities and efficient project implementation progress during the exchanges. He explicitly requested that relevant functional departments including the District Health Bureau and the Science and Technology Innovation Department proactively engage and provide full-process support to assist Shenyang Cell Valley in all aspects including compliant filing and application with medical institutions, clinical project translation and implementation, and proactive liaison with higher authorities to secure special policy support and industrial subsidy funds in the science, technology, and industry sectors. The District Party Committee and the Economic Development Zone will adhere to the operational mechanism of "private-sector leadership and efficient decision-making," providing comprehensive service guarantees for the full lifecycle growth and development of the enterprise.

This government-enterprise symposium marks the official entry of the strategic cooperation between Shenyang Cell Valley and the Tiexi District government into a substantive acceleration phase.
